Withdrawing and Reissuing a Section 13 Notice

Can I withdraw a section 13 notice before it takes effect and serve a fresh notice at a higher rent?

We have served a section 13 notice for a rent increase, but the new rent is not due to take effect yet. The landlord now wants to withdraw that notice and serve a fresh notice for a higher rent. Can this be done?
